Egypt aims to increase its corn farming area by two thirds within the financial year 2018/2019 fiscal year to help reduce the country’s reliance on imports, said Agriculture Ministry said Tuesday. It said it targeted increasing the farming area by 800,000 feddans (830,300 acres) to bring the total area to 2 million feddans (2.1 million acres) by the end of the financial year finishing in June 2019. In July, Agriculture Minister Abdel Moneim Al-Banna said Egypt would offer farmers about twice as much per tonne for their corn this fiscal year- 3,400 Egyptian pounds ($192.96) compared with about 1,700 last year. The higher procurement price is expected to help boost the total area of corn planted. Egypt is one of the world’s biggest buyers of corn but has been trying to reduce its reliance on imports after a shortage of foreign currency in recent years sapped its ability to purchase from abroad and hampered economic growth. While Egypt’s tourism industry faces troubled times, one lawmaker is thinking of innovative ways to bring in revenue to some of the country’s top destinations. Parliamentarian Mohamed al-Massoud announced July 26 that he had completed a monumental and wide-reaching study on the establishment of a free trade zone in Sharm el-Sheikh. The study, he said, was conducted in accordance with the new law on foreign and local investments, which was issued June 1. Massoud, a member of parliament's tourism committee, said he would submit his study to the government and Minister of Investment Sahar Nasr, who decides whether cities can become free trade zones. Sharm el-Sheikh is among the most beautiful tourist attractions in the world, located along the Red Sea, at the point where the Gulf of Suez meets the Gulf of Aqaba. It was ranked the fourth-most beautiful city in the world in 2005 by the BBC and further won the UNESCO Cities for Peace Prize for 2000-2001, along with four other cities. Massoud’s proposition to make the city a free trade zone sparked different reactions among Egyptians. Supporters believe that Sharm el-Sheikh has the potential to become a key global free trade zone. Opponents believe that other Egyptian cities along the Red Sea could be established as free trade zones, without interfering with Sharm el-Sheikh's tourist industry. A delegation of most effective Lebanese businessmen in Africa is set to visit Egypt by the end of May, Egyptian trade and Industry Minister Tarek Qabil stated Saturday. The visit will be on the sidelines of the Egyptian-Lebanese Cooperation Forum, in which the mission will explore Egyptian industry through visiting a number of industrial zones in Egypt. Qabil has discussed the set-to-be visit during his meeting with Speaker of the Parliament of Lebanon Nabih Berri in the attendance of Egyptian International Cooperation Minister Sahar Nasr. Egypt is looking to add 500,000 new Internet users by the end of 2015 and increase its internet penetration rate to 50 percent from 34 percent by the end of 2016, communication minister Khaled Ali Negm said. The communication and information technology ministry mandated reduced prices at the start of August as part of its plan to expand Internet access across Egypt and improve speeds. "Every 10 percent increase in Internet penetration increases Egypt's gross domestic product by 1.8 percent," the minister told Reuters in an interview. The ministry hopes to add 1.5 million additional users by the end of 2016 to its current base of 3.4 million ADSL broadband users and increase the minimum speed to 2 megabits per second from the 1 megabit per second currently offered, he said. Since the lower prices came into effect at the beginning of August, 31,000 new Internet subscribers have come online. The price of Internet services per subscription in Egypt increased over the first quarter (Q1) of 2015, amounting to $10.1. This compared to $6.4 over the same period the previous year, according to a report by the Ministry of Communications and Information Technology. On the other hand, the price of mobile phone services decreased during the same period, amounting to $2.8 instead of $3. As per the ministry’s report for Q1 of 2015, the usage costs for landline phone services decreased, recording $2.3, compared to $3.4 over the same period last year. The cost of Internet usage is calculated in accordance with the monthly subscription of the lowest speed of ADSL Internet, a minimum of 256 KB which is equivalent to the usage of 1 GB. Regarding the calculation of average mobile phone usage costs, it depended on pre-paid amounts for 30 calls and 100 text messages every month in every mobile network during peak and non-peaks time and over weekends. In terms of landline usage costs, it is calculated according to one-fifth of the installation expenses, monthly subscription, 15 local calls during peak hours and another 15 calls during non-peak hours. China's legislature adopted a sweeping national security law Wednesday that covers everything from territorial sovereignty to measures to tighten cyber security, a move likely to rile foreign businesses. A core component of the law, passed by the standing committee of the National People's Congress (NPC), is to make all key network infrastructure and information systems "secure and controllable". President Xi Jinping has said China's security covers areas including politics, culture, the military, the economy, technology and the environment. But foreign business groups and diplomats have argued that the law is vague and fear it could require that technology firms make products in China or use source code released to inspectors, forcing them to expose intellectual property. Zheng Shuna, vice chairwoman of the Legislative Affairs Commission of the NPC standing committee, downplayed those concerns, saying China welcomes "all countries' businesses to operate in China and provide legitimate services according to law". "We will continue to follow the path of peaceful development but we absolutely will not give up our legitimate rights and absolutely will not sacrifice the country's core interests," she said at a briefing. The security of territorial seas and airspace is among those core interests, which, according to the legislation, China will take "all necessary measures" to safeguard. The law, which comes amid tensions with neighbors over disputes in the South China and East China Seas, passed through the NPC standing committee, the top body of China's rubber stamp parliament, by a vote of 154 to zero, with one abstention. 'GROWING INFLUENCE OF HARDLINERS' The national security law is part of a raft of government legislation - including laws on anti-terrorism, cyber security and foreign non-government organizations - that have drawn criticism from foreign governments, business and civil society groups. Those policies, many of which have cyber security components, have emerged after former National Security Agency contractor Edward Snowden disclosed that U.S. spy agencies planted code in American tech exports to snoop on overseas targets. "The fact that these different pieces of legislation are all moving forward in tandem indicates the seriousness of Beijing's commitment as well as the growing influence of hardliners shaping China's technology policy agenda," Samm Sacks, an analyst at U.S.-based consulting firm Eurasia Group, said in an emailed statement. Critics have argued that the extensive nature of the law, which covers everything from China's deep sea and space assets to "harmful cultural influences", constitutes national security overreach. Its passage also coincides with a crackdown on dissent, as the government has detained and jailed activists and blamed "foreign forces" for the pro-democracy protests in Hong Kong last year. Hong Kong and Macau must "fulfill responsibilities to safeguard national security" according to the law, which also covers crimes of subversion and inciting rebellion. That reference could spark more fears of Beijing encroaching on Hong Kong's rule of law. Britain returned Hong Kong to China in 1997 under a "one country, two systems" formula, with the promise of a high degree of autonomy. Unlike on the mainland, Hong Kong does not have laws criminalizing subversion of the state. Macau, a former Portuguese colony, returned to China in 1999. Whether or not the EU succeeds in branding Google a market-abusing monopolist in web search - a big if, given that the competition authority has yet to publish its exact charges - the Internet giant could be pinned down for years to come in regulatory procedures and legal appeals. A drawn-out process is likely to embolden existing and would-be interlopers to step up assaults on Google's wide range of businesses, if the history of Microsoft's (MSFT.O) antitrust battles with U.S. and European regulators is any guide. The European Commission will take into account increased competition from cable operators and alternative services such as WhatsApp (FB.O) when it overhauls Europe's telecoms rules next year, a move that will be cheered by the telecoms industry. Twitter Inc's (TWTR.N) shares jumped 5 percent and activity in its options surged on Tuesday on unsubstantiated market chatter about the company fending off a takeover bid. The microblogging service provider's shares rose to $53.28, the highest they have been since October, on market chatter that the company has hired advisers to rebuff a takeover bid. Twitter's options were unusually active on Tuesday with total volume more than 250,000 contracts, or twice the average daily volume, according to Trade Alert data. Call options, usually used to place bullish bets on shares, outnumbered puts by a ratio of nearly 3 to 1. The reading is about the highest it has been in favor of calls since the beginning of March. Calls betting on the shares rising above $53 by Friday were among the most active options on Twitter with volume of nearly 11,000 contracts.
