Twitter, which is preparing for its initial public offering, said on Wednesday it will help users receive special alerts from government agencies and aid agencies during emergencies. Users who sign up will receive smartphone notifications via the Twitter app as well as SMS text messages - assuming they agree to handover their cell phone numbers - from any of several dozen agencies who have signed on to the program. The U.S. Federal Emergency Management Agency, Tokyo's Disaster Prevention service and the World Health Organization are among those participating. The alerts program starts a year after Twitter showcased its potential as a lifeline during Hurricane Sandy, when stranded residents on the eastern U.S. seaboard reported the storm's progress and sought help on the mobile network. The Minister will meet a number of Egyptian ministers and officials in the conference, including Dr. Ziad Bahaa El-Din, Deputy Prime Minister for Economic Affairs, Egypt's ambassador in Washington, Mohamed Tawfiq, and the head of Egyptian Stock Exchange (EGX), Mohamed Omran, as well as the head of International Monetary Fund mission (IMF), Christopher Jarvis, in addition, the officials, organizations and international economic institutions. The conference will discuss the idea of creating economic councils under the name of 'economic reform in Egypt' so as to develop long-term economic and financial policies to support the national economy especially after Egypt's interim phase. Facebook, Twitter and other websites deemed sensitive and blocked by the Chinese government will be accessible in a planned free-trade zone (FTZ) in Shanghai, the South China Morning Post reported on Tuesday. Citing unidentified government sources, the Hong Kong newspaper also said authorities would welcome bids from foreign telecoms firms for licenses to provide Internet services in the zone. China's ruling Communist Party aggressively censors the Internet, routinely deleting online postings and blocking access to websites it deems inappropriate or politically sensitive. Facebook and Twitter were blocked by Beijing in mid-2009 following deadly riots in the western province of Xinjiang that authorities say were abetted by the social networking sites. Facebook Inc's (FB.O) Chief Executive Mark Zuckerberg has enlisted Samsung Electronics Co Ltd (005930.KS), Qualcomm Inc (QCOM.O) and four other companies for a project aimed at bringing Internet access to people around the world who can't afford it, mirroring efforts by Google Inc (GOOG.O) and others. The project is called and will be launched Wednesday. It focuses on enabling the next 5 billion people without access to come online, Zuckerberg said. "The goal of is to make Internet access available to the two-thirds of the world who are not yet connected and to bring the same opportunities to everyone that the connected third of the world has today," said Zuckerberg. Other players in the project include Ericsson (ERICb.ST), MediaTek Inc (2454.TW), Nokia (NOK1V.HE), and Opera Software ASA (OPERA.OL). The partnership will develop lower-cost, higher-quality smartphones and deploy Internet access in underserved communities, Facebook said. From sending solar-powered balloons into the stratosphere to offering free Wi-Fi in parks, Google is quietly spending hundreds of millions of dollars on nascent Internet services that may one day challenge the telecom and cable companies. In recent months, Google Inc has announced plans to bring free wireless Internet access to 7,000 Starbucks cafes across America, eventually displacing AT&T Inc; it has asked U.S. regulators for broader access to wireless airwaves; and it has launched 30 solar-powered balloons over the South Pacific ocean, designed to beam the Internet to remote regions. Then there is Google Fiber, the high-speed cable TV and Internet service that was introduced in Kansas City late last year and that will be expanded soon to Austin and Provo, Utah. Fiber delivers Internet speeds at 1 gigabit per second, as much as 100 times faster than the average U.S. network. Google is happy with customer responses in Kansas so far and may roll Google Fiber out to a few more U.S. cities, according to several people close to the project. Facebook Inc (FB.O) struck a deal with online restaurant booking service OpenTable Inc (OPEN.O) that will allow users to reserve tables at restaurants via a Facebook app, as the world's No. 1 social network continues to expand its mobile services. In an announcement on its website, Facebook said the feature would be available on its mobile pages for more than 20,000 OpenTable restaurant customers across North America. It wasn't immediately clear if Facebook would receive any commission from OpenTable bookings. More consumers are accessing Web services using smartphones and Facebook has been adapting its business to benefit from the trend. Facebook Inc's stellar results allayed fears that the company may face difficulty in making money from mobile ads and prompted several Wall Street brokerages to raise their target price on the stock. Facebook, whose shares were set to open up 17 percent, posted a jump in second-quarter revenue on Wednesday, with mobile ad revenues making up 41 percent of the total ad revenue. "Facebook has discovered the formula to begin significantly extracting value from its 1.16 billion global users," said JMP Securities analyst Ronald Josey. Josey raised his rating on the stock to "market outperform" from "market perform" and said the company was increasingly becoming a "must buy" for advertisers. At least eight brokerages, including JP Morgan and Morgan Stanley, raised their price targets by as much as $9. JP Morgan, RBC Capital Markets and Cantor Fitzgerald's new target prices were above Facebook's IPO price of $38, a level the stock has never breached since its first day of trading. More»

Apple Inc. (AAPL)’s developer site is unavailable for software engineers after a hacker tried to steal personal information, the company said. Apple took the website, used by programmers who write applications for iPhones, Macs and other products, offline on July 18 in order to fix the issue, the company said in a statement posted on the Internet. Developers who use the site for software downloads, documentation and engineering information could face delays in introducing their own products. Some of the information is encrypted and Apple hasn’t been able to rule out whether names, mailing addresses or e-mail addresses may have been accessed, the company said. “In order to prevent a security threat like this from happening again, we’re completely overhauling our developer systems, updating our server software, and rebuilding our entire database,” Apple said in the statement. “We apologize for the significant inconvenience that our downtime has caused you and we expect to have the developer website up again soon.” Apple said it would extend memberships for any users if their accounts were due to expire while the website is offline. The number of users accessing Facebook via their mobile phones in June jumped around 20 percent in the United States and Britain, the social network said, touting its appeal for brands trying to reach consumers during the summer months. Created in a Harvard dorm room in 2004, the world's largest social network has moved to reposition its business for a world in which consumers' primarily access the Internet via small-screened smartphones rather than computers. The strategy has started to pay off, with the group's results for the first three months of the year showing mobile advertising revenue gaining momentum and accounting for 30 percent of Facebook's overall ad revenue in the first quarter. On Thursday, the group said its mobile monthly active users had increased by 18 percent in the United States and by 22 percent in Britain in June compared with the previous year, as brands seek different ways to reach consumers who are often on holiday and not interacting with their usual media.
