Egypt, France renew €4b cooperation deal to 2030 for green, development projects

Egypt and France renewed a €4 billion technical and financial cooperation agreement until 2030 to support projects in human development, sustainable infrastructure and climate action, Egypt’s planning ministry said on Thursday.

Planning, Economic Development and International Cooperation Minister Rania Al-Mashat and French Ambassador to Cairo Éric Chevallier announced the renewal at a joint press conference in the New Administrative Capital, following up on a declaration signed by Presidents Abdel Fattah El-Sisi and Emmanuel Macron during Macron’s April visit to Egypt.

The ministry said the agreement will fund projects in higher education, water treatment, sanitation, electricity and railways, alongside financing green initiatives under Egypt’s flagship NWFE climate platform. It also aims to advance Egypt’s Narrative for Economic Development reform model, designed to boost productivity and expand access to export markets.

Al-Mashat said the deal was part of the strategic partnership between Cairo and Paris and underscored Egypt’s push to use concessional financing to fund development priorities. “We look forward to more French investments in Egypt,” she added.

Chevallier said the renewal “reflects the depth of our relations and shared objectives,” and builds on agreements signed during Macron’s state visit covering health, oncology treatment, higher education and francophone schools.

Since April, Egypt and France have also signed nine concessional financing and grant agreements worth €262.3 million to support priority projects, including the new Alexandria East Wastewater Treatment Plant, the Alexandria Regional Control Center, and the Gabal El-Asfar Wastewater Treatment Plant, the ministry said.
