Egypt hosts EU missions for €1b budget support tranche, €600m development grants

Egypt is hosting two European Commission missions this week to follow up on the implementation of the second phase of the €4 billion Macroeconomic Financial Assistance (MFA) package and ongoing development grant projects, its planning ministry said Tuesday.

The second phase of the MFA was signed during the EU-Egypt Summit in Brussels, co-chaired by President Abdel Fattah El-Sisi and European Commission President Ursula von der Leyen. The first tranche of the MFA second phase, worth €1 billion, focuses on a matrix of 87 reform measures under Egypt’s national reform programme.

From November 10-12, a high-level delegation from the European Commission’s Directorate-General for Economic and Financial Affairs is meeting with Egyptian officials to review policies, reforms, and procedures tied to the first tranche.

From 9-13 November, an EU mission from the Directorate-General for Cooperation with the Middle East and North Africa is discussing priorities for €600 million in development grants allocated under the Egypt-EU strategic partnership for 2026-2027.

Minister of Planning Rania Al-Mashat emphasised the importance of closely monitoring the strategic partnership, highlighting its role in supporting Egypt’s ongoing economic reforms and strengthening macroeconomic resilience against external shocks. She described the MFA as part of a broader framework covering trade, investment, and economic stability.

The EU has also committed €75 million under the EU Support to the Implementation of Socio-Economic Reforms at Local Level Programme and €110.5 million in 2025 funding to support sustainable development, economic governance, vocational training, and future skills development.

Under the broader Egypt-EU strategic partnership for 2024-2027, the package totals €7.4 billion, including €5 billion in concessional financing, €1.8 billion in investment guarantees, and €600 million in development grants, aimed at promoting stability and sustainable development, the ministry said.
