Egypt launches national policy observatory to boost evidence-based decision-making

Egypt has launched on Thursday the Egyptian Observatory for Evaluation and Policy-Making, a new initiative aimed at strengthening evidence-based governance and improving the efficiency of public programmes.

The move comes after the signing of a cooperation protocol between the Ministry of Planning, Economic Development and International Cooperation, the Cabinet’s Information and Decision Support Centre (IDSC), the Institute of National Planning (INP), and the International Initiative for Impact Evaluation (3ie).

The observatory is designed to enhance monitoring and evaluation systems across government institutions and research bodies, ensuring their sustainability and effective use in shaping national policies.

Under the agreement, the Ministry of Planning will provide strategic direction in line with Egypt’s Vision 2030 and coordinate training efforts through the INP. The IDSC will host the observatory and translate scientific evidence into actionable policy recommendations.

Meanwhile, 3ie will bring global expertise to the table, supporting the observatory with international best practices, capacity-building initiatives, and international partnerships.

According to a government statement, the initiative aims to bolster Egypt’s public sector performance, promote social and economic development, and ensure that policymaking is driven by data, not guesswork.
