Interim President Adly Mansour has issued a decree delegating certain presidential authorities, including the right to call for public mobilisation, to the Minister of Defence.
Presidential decree 621 in 2013, delegates the presidential powers mentioned in articles 9,12 and 24 from law 87 (1960) regarding public mobilisation, to Defence Minister and head of the armed forces Abdel-Fatah El-Sisi for one year starting November 2013.
Law 87 stipulates the President or his delegate has the right to issue decisions regarding military use and the management of crises and catastrophes.
The delegation is for an annual period and will expire on 31 October 2014.
Presidential delegations to the Minister of Defence concerning public mobilisation have been routine procedure in Egypt since 2002.
