Egypt’s finance ministry partners with state think tank to support fiscal reforms

Egypt’s Finance Minister Ahmed Kouchouk on Wednesday oversaw the signing of a cooperation protocol between the ministry and the government’s Information and Decision Support Centre (IDSC), in a move aimed at strengthening evidence-based economic and fiscal policymaking.

The agreement seeks to enhance institutional cooperation and enable the ministry to leverage the IDSC’s research and technological capabilities to support fiscal reforms, improve public services and strengthen communication with citizens and investors.

Kouchouk said the partnership would support the ministry’s efforts to simplify procedures, enhance service delivery and measure the real-world impact of its economic initiatives, particularly in tax, customs, and real estate services.

“The coming phase will see diversified cooperation with the Information and Decision Support Centre to back economic and fiscal policies and ensure continuous improvement in the services provided to citizens and the business community,” Kouchouk said.

He added that the ministry is seeking to further deploy technological tools to streamline digital services and deepen community engagement through clearer communication, follow-up, and evaluation mechanisms.

IDSC Chair Osama El-Gohary said the centre would mobilise its research and analytical resources to support policymakers across government institutions, describing the centre as one of the state’s strongest research arms, with around 400 specialists in economics, political science, and information technology.

He said the IDSC provides regular analytical support and up-to-date data to decision-makers and that its enhanced capabilities would help the government implement its reform and development plans more effectively.

El-Gohary added that the agreement reflects a broader vision of institutional integration, enabling the finance ministry to benefit from the IDSC’s research depth, technological tools and wide digital outreach. He said the centre plans to expand similar cooperation frameworks with other ministries, reinforcing its role as a government-wide centre of excellence and service provider.
