Egypt’s parliament approves 4 development grants from international partners

Egypt’s House of Representatives has approved four international grant agreements across multiple sectors, strengthening the country’s partnerships with multilateral and bilateral development partners, the Ministry of Planning said on Wednesday.

The approvals include:

  • a €75 million grant from the European Union to support the Implementation of Socio-Economic Reforms at the Local Level Programme;

  • a grant of 499,000 units of account (UAs) from the African Development Bank’s (AfDB) Middle-Income Country Technical Assistance Fund (MIC-TAF);

  • a $10 million grant from the Republic of Korea for the Green Automotive Maintenance Technology Development Project at vocational training centres; and

  • a $22 million grant from Japan’s JICA to supply a diving support vessel for the Suez Canal Authority (SCA).

In recent months, the Ministry of Planning has engaged closely with development partners to monitor the grants’ implementation, emphasising the integration of financial oversight with tangible developmental outcomes. In December, Minister Rania Al-Mashat and SCA Chairman Osama Rabie signed the executive agreement for the JICA-funded diving support vessel, the first of its kind for the canal’s fleet.

The ministry’s annual report highlighted Egypt’s Financing for Development strategy, which mobilised $2.9 billion in concessional financing for the private sector in 2025, bringing total financing since 2020 to $17 billion. This was accompanied by $300 million in development grants and additional support for government projects, reflecting the state’s efforts to leverage international partnerships to stimulate both public and private sector development.
