Egypt’s Sisi approves amended tax treaty with UAE

Egypt’s President Abdel Fattah El-Sisi on Thursday approved a second protocol amending the country’s agreement with the UAE on the avoidance of double taxation and the prevention of tax evasion with respect to income taxes.

The protocol, published in the Official Gazette, was issued under Presidential Decree No. 211 of 2025, was endorsed by the House of Representatives on 15 June 2025 and ratified on 19 June 2025.

The protocol, which complements the original agreement that came into force on 1 January 2022, expands the definition of government for tax purposes. It includes, for Egypt, the Sovereign Fund of Egypt for Investment and Development and its majority-owned entities, and for the UAE, Abu Dhabi Developmental Holding Company, and its majority-owned entities.
