Liverpool is set to hold talks with Manchester City and England midfielder James Milner this week.
The Reds have made the move for the out-of-contract international a priority and are confident of reaching an agreement with the 29-year-old.
If the deal goes through, Milner, who moved to City from Aston Villa in 2010, would join the Reds on 1 July.
Milner began his career with hometown club Leeds United before spending four years at Newcastle United.
He joined Villa for a season prior to a move to City that was thought to be worth £26m.
Milner has won the Premier League title twice and the FA Cup once during his five years in Manchester.
He made his England debut against Holland in August 2009 and remains a regular in Roy Hodgson’s squad.
He has 53 caps and one goal, scoring against Moldova in 2012.
