Russia’s ’25 budget to face $11b deficit

The Russian federal budget for 2025 is projected to run a deficit of 1.173 trillion roubles ($11.02 billion), as President Vladimir Putin signed the budget law, which includes forecasts for 2026-2027.

The budget anticipates revenues of 40.296 trillion roubles ($378.5 billion) in 2025, rising to 41.84 trillion roubles ($393 billion) in 2026 and 43.154 trillion roubles ($405.34 billion) in 2027.

However, expenditures are expected to surpass revenues, reaching 41.469 trillion roubles ($389.52 billion) in 2025, climbing to 44.022 trillion roubles ($413.5 billion) in 2026, and 45.915 trillion roubles ($431.3 billion) in 2027, leading to larger deficits each year.

The GDP is projected to grow steadily, with 214.575 trillion roubles ($2.01 trillion) in 2025 (2.5 per cent growth), 230.568 trillion roubles ($2.16 trillion) in 2026 (2.6 per cent growth), and 248.313 trillion roubles ($2.33 trillion) in 2027 (2.8 per cent growth). Inflation is anticipated to be 4.5% in 2025 and 4 per cent in both 2026 and 2027.
