Egypt targets $8 bln in outsourcing exports by 2028: minister

Egypt aims to increase outsourcing and digital services exports to $8 billion by 2028 from about $5.2 billion in 2025, Communications and Information Technology Minister Raafat Hindi said on Tuesday.

Hendi outlined the plans during a meeting with members of the Digital Transformation Committee of the American Chamber of Commerce in Cairo, according to a ministry statement.

The minister said expanding outsourcing and digital services exports is one of three pillars of Egypt’s strategy to develop local technology industries, create jobs, and attract investment.

He said the government is also accelerating the adoption of artificial intelligence technologies, expanding data centres, and cloud infrastructure, improving the regulatory and investment environment, and developing specialised digital skills to support the sector’s growth.

As part of the broader strategy, Egypt is also seeking to expand domestic electronics manufacturing, particularly mobile phones.

Mobile phone production increased to 10 million units in 2025 from 3 million units in 2024, Hendi said.

The government aims to produce more than 15 million mobile phones this year and raise annual output to 30 million units by 2028, while increasing the local-content ratio to about 45 per cent, he said.

Hendi also reviewed the government’s priorities for the next phase of ICT development, including strengthening digital infrastructure, supporting technology exports, and creating a more competitive investment environment for domestic and international companies.

Egypt’s information and communications technology sector has been one of the country’s fastest-growing industries in recent years, supported by government efforts to position the country as a regional hub for digital services, business process outsourcing, and electronics manufacturing.
