Egypt to pilot programme-based budgeting in FY2027/2028

Egypt will begin pilot implementation of programme and performance-based budgeting in the 2027/2028 fiscal year as part of efforts to improve the efficiency of public spending and strengthen public financial management, the Cabinet said on Thursday.
Deputy Prime Minister for Economic Affairs Hussein Eissa made these remarks during his meeting with Finance Minister Ahmed Kouchouk and Planning and Economic Development Minister Ahmed Rostom to review preparations for the new budgeting system.

The meeting covered the executive procedures, implementation timeline, and institutional and technical requirements, as well as coordination between the two ministries, joint working groups, and training programmes for government officials.

Eissa said the system would link government funding to actual performance and results, improving monitoring and evaluation and helping measure the development impact of public spending.

Kouchouk said the implementation is in line with the Unified Public Finance Law and the State’s General Planning Law, adding that the two ministries are coordinating to complete the necessary procedures and requirements.

Rostom said programme and performance-based budgeting would link financial resources to development programmes and objectives through measurable performance indicators, supporting the monitoring of implementation and measurement of results.

The initiative is part of efforts to develop a modern system for planning and monitoring public spending in line with the Sustainable Development Goals and Egypt Vision 2030.
