Egypt establishes Strategic Financial Framework for Economic Empowerment

Egypt’s Prime Minister Moustafa Madbouly has issued a decree establishing a Strategic Financial Framework for Economic Empowerment, aimed at strengthening coordination among state bodies and expanding access to financial services for low-income groups, the Cabinet said on Oct. 2.

Published in the Official Gazette as Decree No. 3535 of 2025, the framework seeks to unify national efforts to deliver financial, banking, and insurance services to beneficiaries of social protection and empowerment initiatives, including the Takaful and Karama Programme.

The initiative aims to reach the most vulnerable groups, broaden the beneficiary base, and make better use of existing infrastructure to reduce fiscal pressure on the state. It also seeks to promote transparency, efficiency, and financial inclusion while advancing sustainable economic development.

According to the decree, a High Coordination Committee chaired by the minister of social solidarity will oversee implementation. The committee will include representatives from key ministries, regulatory agencies, financial institutions, and development partners, tasked with coordinating services and managing a unified beneficiary database.

The framework also provides for the creation of a centralised electronic database linking all participating entities to verify data, streamline coordination, and enhance the delivery of social protection and empowerment programmes.
