Egypt signs $1bln World Bank financing agreement for economic reforms

Egypt signed a $1 billion financing agreement with the World Bank on Sunday as part of the second phase of its Development Policy Financing (DPF) programme.

Foreign Minister Badr Abdel-Atty, who also serves as Egypt’s Governor at the World Bank, signed the agreement with World Bank Regional Director Alwaleed Alatabani.

The financing falls under the Generating Resilience, Opportunities, and Welfare for a Thriving Egypt programme.

Abdel-Atty said the agreement reflects Egypt’s efforts to strengthen cooperation with international and regional financial institutions and mobilise concessional development financing to support the resilience and competitiveness of the Egyptian economy.

He highlighted the importance of such cooperation amid ongoing economic challenges and geopolitical tensions and their repercussions for the global economy.

The agreement also reflects progress in implementing economic and institutional reforms, particularly those aimed at expanding private sector participation, removing investment barriers and improving public financial management, Abdelatty added.

These reforms aim to strengthen the economy’s ability to withstand external shocks, support sustainable growth and advance Egypt’s transition towards a green economy.

In May 2026, the World Bank Group’s Board of Executive Directors approved $1 billion in financing under the programme, reflecting confidence in Egypt’s structural reform efforts and its ability to achieve development targets.

The financing represents the second tranche of a three-part series of concessional development policy financing operations provided by the World Bank to Egypt in support of its economic reform programme and national development priorities.

Notably, the DPF programme is designed to help Egypt address short-term economic challenges while advancing structural reforms to level the playing field and unleash private sector growth, strengthen macroeconomic and fiscal resilience, and facilitate the country’s green transition. The programme also seeks to scale up renewable energy and improve efficiency across the electricity, water and sanitation sectors.
