Egypt’s FRA issues second edition of real estate valuation standards

Egypt’s Financial Regulatory Authority (FRA) has issued on Saturday the second edition of the Egyptian Real Estate Valuation Standards, more than 11 years after the first edition, under FRA Board Decision No. 191 of 2026.

The updated standards aim to enhance the quality and reliability of valuation activities and support more efficient and transparent non-banking financial markets. They are aligned with the latest International Valuation Standards (IVS), effective since 2025, while taking into account Egypt’s regulatory and legislative frameworks.

The standards require valuers to maintain professional ethics and independence, disclose potential conflicts of interest, and retain valuation-related data for at least five years from the report date or two years from the latest judicial proceedings related to the asset.

They set requirements for valuation scope, data quality, and environmental, social, and governance factors, while establishing three main approaches: market, income, and cost. They also set minimum requirements for valuation reports and documentation.

The standards cover real estate ownership, possession, leasehold and usufruct rights, as well as properties under development and redevelopment projects.

The FRA also included practical applications covering real estate valuation, financial reporting, real estate financing, financial leasing, and properties under construction, alongside a guidance template for valuation reports.
