Egypt’s NTRA addresses mobile lines registered without citizens’ knowledge

Egypt’s National Telecommunications Regulatory Authority (NTRA) said citizens whose names are used to register mobile phone lines without their knowledge can file complaints with the authority, which will verify registration procedures and investigate any violations.

The NTRA said that if a citizen discovers a mobile line registered under their name that does not belong to them, the authority will examine the complaint and verify whether the mobile operator complied with the applicable regulatory rules. It will take the necessary measures if any violation is confirmed.

The authority stressed that merely registering a mobile phone line under a person’s name does not, by itself, make them legally responsible for actions carried out using the line if it is proven that the line does not belong to them or was not in their possession or under their actual control.

Legal responsibility is personal and actions cannot be attributed to anyone other than the person who committed them, with responsibility determined based on facts, evidence and the findings of investigations, the NTRA said.

The authority added that it is continuing to review and develop rules governing the registration and activation of mobile phone lines, while strengthening inspections of mobile operators and imposing prescribed measures and penalties for violations.

It is also working to enhance user identity verification methods, including biometric verification systems, to improve data accuracy and strengthen the security and safety of telecommunications services.

The NTRA urged citizens to regularly check the mobile numbers registered under their names through the My NTRA application and immediately report any unknown lines.
