Russia to raise minimum wage by 16.6% in 2025

Russia will increase its statutory monthly minimum wage by 16.6 per cent in 2025, bringing it to 22,440 roubles ($226.4), up from 19,242 roubles ($194) in 2024. The hike is expected to benefit approximately 4.2 million workers, according to official data.

The increase is part of Russia’s national development goals, with President Vladimir Putin’s May Decree outlining plans for the minimum wage to grow at an accelerated pace, reaching at least 35,000 roubles ($353) by 2030.

The minimum wage sets a baseline for salaries, sick leave payments, maternity benefits, and other social payments. Employers are legally required to comply, with violations subject to fines or criminal charges. Regional governments may establish higher minimum wages, provided they exceed the federal level.

Since 2000, the statutory monthly minimum wage in Russia has been adjusted 26 times, reflecting ongoing efforts to improve living standards.
