Sisi sets economic reform, debt reduction as priorities after Egypt’s Cabinet reshuffle

President Abdel Fattah El-Sisi on Tuesday instructed Egypt’s reshuffled Cabinet to accelerate economic reforms, reduce public debt, and deepen private-sector participation, setting the tone for policy as the country approaches the final phase of its International Monetary Fund (IMF) programme.

In directives issued after the government overhaul, Sisi reaffirmed four core priorities first outlined when Prime Minister Moustafa Madbouly’s Cabinet was formed in 2024. These include safeguarding national security and foreign policy, advancing economic development, strengthening production, energy and food security, and promoting human development.

The president instructed each ministry to prepare detailed action plans specifying targets, implementation steps, timelines, financing needs, and performance indicators, which will be subject to continuous monitoring and evaluation.

Sisi placed particular emphasis on the role of the economic ministerial group, tasking the deputy prime minister for economic affairs with coordinating fiscal and economic planning and ensuring policy alignment across portfolios. The push comes as Egypt prepares for the conclusion of its IMF-supported reform programme later this year, a cornerstone of efforts to stabilise an economy that has faced currency volatility, high inflation, and mounting debt.

He also called for new, carefully studied approaches to reducing public debt, stressing the need to ensure sound implementation and positive short- and long-term impacts.

The directives also called for tangible steps to implement the State Ownership Policy, which aims to expand the role of private investors in key sectors of the economy.

Sisi also directed the government to explore new growth sectors, particularly in technology and rare minerals and related industries, while supporting innovation and financing research and its practical applications.

Beyond economic priorities, the president called for sustained improvement of the education system, greater attention to healthcare, and easier access to medical services.

He also stressed the importance of upholding citizenship, equality and non-discrimination, and completing constitutional requirements related to elected local councils to enhance public oversight of local administration.

Sisi also underscored the need for transparent communication with the public, directing state institutions and national media to provide accurate information, counter rumours, and promote constructive dialogue.
