Egypt’s budget transparency score rises in 2025 Open Budget Survey

Egypt improved its budget transparency score from 49 to 59 in the 2025 Open Budget Survey (OBS), climbing 10 places in the global rankings, according to data released by the International Budget Partnership (IBP).

The survey measures the transparency of government budget information, legislative oversight, and opportunities for public participation.

Speaking at the Budget Transparency Forum on Monday, Deputy Finance Minister Yasser Sobhy said Egypt also recorded improvements in oversight, particularly in legislative scrutiny. The country’s overall oversight score rose to 59 in the 2025 survey from 50 in 2019, while its legislative oversight score increased to 61 from 53 over the same period.

Egypt also maintained its position in the survey’s public participation index, Sobhy said.

“Egypt is one of only two countries in the region that publishes a Mid-Year Review, a document that enables a comprehensive assessment of actual spending and revenue collection against original estimates at the midpoint of the budget year, and which can indicate whether the budget needs adjustments. During this round of the survey, Egypt strengthened its Semi-Annual Report to include updated expenditure and revenue estimates for the budget year underway; more disaggregated sources of revenue; and information on some of the reasons why government borrowing and debt estimates changed. Stronger budget execution documents can help the public track their government’s ability to uphold promises.” 2025 OBS said
