Sisi approves new tax reform laws as Egypt prepares more measures

President Abdel Fattah El-Sisi ratified eight laws introducing a second package of tax reforms on Wednesday, as Egypt began preparing a third package to simplify tax procedures, encourage voluntary compliance and support investment.

Prime Minister Moustafa Madbouly announced the president’s ratification of the laws during a meeting with Finance Minister Ahmed Kouchouk in New Alamein, according to a Cabinet statement.

Kouchouk said the newly approved legislation forms the second package of the government’s tax facilitation programme and will take effect immediately. He added that work was already underway on a third package of reforms to further simplify tax procedures, expand digital services, and support investment.

The minister said the latest measures are intended to encourage voluntary tax compliance without imposing new tax burdens, adding that the government would continue to introduce reforms to improve the business environment and strengthen confidence between taxpayers and the state.

The minister also reviewed the preliminary fiscal results for the 2025/26 financial year, saying they reflected stronger fiscal discipline, progress in reducing the overall budget deficit, and continued growth in public revenues without raising tax rates.

He said the improved fiscal performance would create additional fiscal space to increase spending on healthcare and education while supporting the government’s strategy to reduce public debt as a share of gross domestic product.

Separately, Kouchouk outlined plans to modernise the Real Estate Tax Authority through a digital tax administration system designed to improve efficiency, strengthen transparency and enhance taxpayer services.

The upgraded system will introduce electronic services, real-time monitoring of tax procedures, a smart property valuation map to standardise tax assessments, integrated databases linking government and non-government entities, and a centralised customer service centre for taxpayer inquiries and complaints, according to the Cabinet statement.

The reforms will also include legislative amendments to streamline property tax administration, improve the accuracy of real estate records, and strengthen tax compliance while easing procedures for taxpayers.
