Egypt’s President Abdel Fattah El-Sisi has ratified two key agreements to establish an Arab Common Electricity Market, paving the way for deeper energy integration among Arab states, the country’s Official Gazette said on Monday.
The General Agreement for the Establishment of the Arab Common Electricity Market and its implementing accord aim to create a unified regional power market under the framework of the League of Arab States.
The presidential decree, issued on April 28 under Decree No. 212 of 2025, followed Cabinet approval and endorsement by the House of Representatives on July 2. A subsequent decree by Foreign Minister Badr Abdel-Aaty ordered the agreements’ publication in the Official Gazette.
Under the accords, the market will enter into force once ratified by at least seven member states and will be binding for those that complete the process.
Adopted during the 162nd session of the Arab League Council in Cairo in September 2024, the framework sets mechanisms for regulation, compliance, and dispute resolution, while allowing exemptions under specific conditions. It also ensures the market continues to operate even if the number of participating countries later drops below seven, unless the ministerial council decides otherwise.
