Egypt appoints new investment authority head, deputy
Egypt appointed a new executive chairman and deputy at its investment authority on Wednesday, in a leadership change aimed at strengthening investment management and improving the business climate, according to a government statement.
Prime Minister Moustafa Madbouly issued decrees, naming Mohamed Awad as executive chairperson of the General Authority for Investment and Free Zones (GAFI) for a one-year term, and Iman Mansour as deputy executive chairperson.
The government also accepted Mohamed El Gawsaky’s resignation and thanked him for his service. A handover ceremony was held at the Cabinet to ensure continuity at the investment body, according to the statement.
Mohamed Awad
Awad brings more than 25 years of experience in economic policy, strategic planning, and investment administration. He previously chaired the Internal Trade Development Authority (ITDA), where he led efforts to modernise internal trade systems and expand digital government services, including commercial registry platforms.
He has also held senior roles across several economic institutions, including the Egyptian Commodity Exchange and the Egyptian Intellectual Property Authority (EGIPA), and has worked on initiatives to improve state asset utilisation and expand investment-ready land.
Iman Mansour
Mansour, who takes over as deputy, has more than three decades of experience in law and investment. She currently heads the Investment Dispute Settlement Centre (IDSC) and serves as head of investment policy at GAFI.
She holds a PhD in law from Cairo University and is an accredited mediator with the UK-based Centre for Effective Dispute Resolution (CEDR) and the Cairo Regional Centre for International Commercial Arbitration. She helped establish the Investors’ Dispute Settlement Centre (IDSC) and draft its regulatory framework.
Mansour has represented Egypt in several UN bodies, including the UN Commission on International Trade Law, and has authored numerous studies on investment and dispute resolution.
