Egypt drafts second phase of state ownership policy with flexible, updatable framework: FinMin

Egypt has drafted the second phase of its State Ownership Policy aimed at providing investors with a clearer picture of the government’s role in the economy and the measures it plans to take to expand private-sector participation, its finance minister said Wednesday.

Speaking in a press conference, Finance Minister Ahmed Kouchouk said the new framework follows a review of the first State Ownership Policy Document, which revealed a need to better distinguish between the state’s strategic objectives and the mechanisms used to achieve them.
The updated policy will set out a simplified strategic vision supported by a detailed implementation plan covering tax, customs, investment and industrial policies, as well as the government’s state asset sale programme, he said.
“The goal is to present a clearer framework with defined objectives and an execution plan that outlines key targets and the actions needed to achieve them,” Kouchouk said.
The minister stressed that empowering the private sector extends beyond the government’s privatisation and asset sale programme, encompassing a broader set of policies designed to improve the investment climate, support economic activity and increase private-sector contributions to growth.
The second phase of the policy will remain flexible and subject to periodic updates to reflect changing economic conditions and emerging opportunities, according to Kouchouk.
The government is building on institutional and economic reforms implemented in recent years to ensure more effective execution of the policy’s objectives, he added.
Egypt adopted its State Ownership Policy as part of broader economic reforms aimed at increasing private-sector participation, attracting foreign investment and redefining the state’s presence in economic activity. The government is now preparing a second phase of the framework that will extend through 2030 and provide greater clarity on its long-term economic strategy.
