Egypt plans real estate developers’ union to tighten market rules

Egypt is preparing a draft law to establish a union for real estate developers to regulate the sector, support compliant companies, and protect homebuyers, Minister of Housing Randa El-Menshawy said on Monday.

The draft law is being prepared ahead of the legislative procedures required for its approval and issuance, the ministry explained in a statement.

The proposed union would set standards and membership rules to ensure that companies joining it have the capacity to complete their projects and meet their contractual obligations to customers, El-Menshawy said.

Developers that have failed to complete projects, breached contracts, or failed to deliver units within agreed deadlines would not meet the criteria for membership, she said.

The move follows directives from President Abdel Fattah El-Sisi and aims to establish a clearer regulatory framework for real estate development and improve discipline in the market, the ministry said.

“Our goal is to build a more disciplined and transparent real estate market that supports serious developers, protects citizens’ rights, and establishes clear standards for carrying out real estate development activities,” El-Menshawy said.

She said the proposed union was not intended to restrict developers’ activities, but to establish rules that would promote competition among compliant companies and safeguard buyers’ rights.
