Egypt transforms historic Cairo site into integrated service complex

Egypt is redeveloping a key downtown Cairo site, converting the former Ministry of Interior building in Lazoghly into a major integrated service complex, the Egyptian government said on Wednesday.

Minister of Investment and Foreign Trade Hassan El-Khatib inspected the project, led by Reliance Real Estate Development Company under the Sovereign Fund of Egypt (TSFE). The initiative aims to redeploy state assets, attract foreign investment, and foster private-sector partnerships.

The development will feature a Marriott-managed hotel, serviced apartments, a creativity centre, office and administrative spaces, retail outlets, food and beverage venues, recreational facilities, and cultural programme areas, all arranged around a central plaza.

The project preserves heritage elements, including the historic Sherif Basha Fountain from 1913, while integrating modern architectural designs compatible with downtown Cairo’s urban and historical fabric.

Spanning 20,000 square metres, the complex will include 364 hotel rooms and 35 commercial units, creating 3,000 direct jobs and 10,000 indirect jobs. Completion is scheduled for the first half of 2027.

El-Khatib said the Sovereign Fund aims to maximise returns from state assets rather than sell them, boosting the national budget while safeguarding resources for future generations.
