Egypt launches property tax app, expands home tax exemption

Egypt has launched its first mobile application for property tax services, Finance Minister Ahmed Kouchouk said in a statement on Sunday.

The new application allows property owners to file tax returns, pay liabilities, settle outstanding dues, and apply for primary residence exemptions electronically, eliminating the need to visit tax offices, Kouchouk explained.

The minister also announced that the ministry had raised the real estate tax exemption threshold for family primary residences to 8 million Egyptian pounds from 2 million pounds.

The exemption increase is part of a broader package of reforms aimed at simplifying compliance and expanding digital tax administration.

“For the first time, owners of multiple properties will be able to submit a single tax return covering all units, while electronic payment receipts will be officially recognized,” Kouchouk said.

The government will also waive late-payment penalties for taxpayers who settle their principal tax liabilities by 2 October. Ongoing disputes can be resolved by paying 70 per cent of assessed tax liabilities before the same deadline.

To encourage compliance, taxpayers who file on time will be eligible for discounts on real estate taxes, while property owners who make advance payments will qualify for additional incentives.

Kouchouk said no tax would be imposed on properties that have been demolished or rendered unusable due to exceptional circumstances.

Egypt is also developing a digital property valuation map designed to standardise assessments and improve transparency in real estate taxation.

Ramy Youssef, assistant finance minister for tax policies, said the government would adopt a “clean slate” approach for owners who voluntarily register previously undeclared properties, adding that past violations would not be pursued.

He said the Real Estate Taxation Authority would withdraw appeals currently before appeals committees and relinquish its authority to challenge rental values determined by valuation committees.

Taxpayers will also be allowed to pay tax liabilities and late-payment charges in instalments through electronic payment channels, Youssef added.

The measures form part of Egypt’s broader efforts to modernise tax administration, expand digital government services, and encourage voluntary compliance.
