Egypt reviews CSCEC proposal for medical city in New Capital

Egypt’s Prime Minister Moustafa Madbouly on Thursday reviewed a proposal by China’s CSCEC to develop an integrated medical city in the New Capital, comprising hospitals, research institutes, and training centres, the Cabinet said.

The proposed project, titled the “Hospitals and Medical Institutes City for Research, Education and Training,” aims to enhance healthcare services and support medical tourism, according to a statement.

The meeting was attended by Minister of Health Khaled Abdel Ghaffar, senior health officials, and representatives of Incom, the Egyptian partner working with CSCEC on the proposal.

Madbouly said the project would create an integrated medical hub combining healthcare, research, and training facilities, to improve service quality and expand medical tourism.

Abdel Ghaffar said the ministry has been studying the project for some time, drawing on international models of integrated medical cities, and expects it to have a significant impact on the healthcare system, the universal health insurance programme, and the medical tourism sector.

He added that the project aligns with Egypt’s Vision 2030, which seeks to improve public health services, expand preventive and therapeutic care, and develop medical education through modern training institutions.

Several international companies have submitted proposals for the project, which are being evaluated in line with national healthcare priorities, he said.

During the meeting, Incom Chairman Hesham Sheta presented CSCEC’s preliminary concept, which includes medical, administrative, educational, and training zones, specialised hospitals, as well as a hotel, commercial centre, green spaces, and service facilities.

Sheta said CSCEC was selected for its global experience in healthcare infrastructure and its track record in Egypt on major strategic projects in cooperation with the government.

He added that the proposed site in the southern part of the New Capital offers strategic access for patients, medical staff, students, and faculty.

Madbouly said the government will continue assessing CSCEC’s proposal alongside other international bids before selecting the best offer for implementation.
